State transportation officials see budget shuffling that targeted congestion at the National Naval Medical Center as the type of creative financing they need to pay for similar work around Fort George G. Meade. Beverley K. Swaim-Staley, acting state secretary of transportation, told more than 200 business executives and elected officials on Thursday at the monthly BWI Partnership Breakfast that $300 million was shifted to transportation projects around the Montgomery County facility.
