A BAD IDEA - Talk about nipping it in the bud. The ink was barely dry on a recommendation that 8 acres in Pasadena between routes 100 and 10 be considered as a possible site for a juvenile detention facility when Donald W. DeVore, state juvenile services secretary, said the idea was dead. DeVore cited zoning and funding restrictions for the decision, but you can also thank some local elected officials for mounting a quick campaign to block the idea. Del.
