Don Dwyer and Tom Redmond say they're on a crusade to fight for the little guy.

First, the Republican duo formed Protecting the Rights of Property Owners - PROPO - last year in response to county residents' allegations of overzealous zoning enforcement.

Now, they're taking their claims a step further. Dwyer, a state delegate from Glen Burnie, and Redmond, a County Council candidate for 2010, argue county and state authorities are ignoring major polluters in north county and focusing all their attention on private homeowners.
