A man pelted with a rock from a moving vehicle while jogging in Millersville last month said he is outraged the teenagers initially charged will be tried in juvenile court and not as adults.

Prosecutors dropped felony charges in District Court on July 7 against Wade Korvin, 17, of Odenton, and Wesley Stryker, 17, of Millersville, with intent to file new misdemeanor charges.
