Plans by two Hispanic nonprofits to expand employment and translation services to north county have stalled after losing their county funding. County Executive John R. Leopold eliminated $180,000 in what is referred to in the budget as "ethnic initiatives" as part of a $3.1 million cut to nonprofit groups. "I've taken a strong public position on any public assistance to illegal immigrants," Mr. Leopold said last month. "Any organization that might be providing assistance for illegal immigrants I am not going to support."
