A new report card has given Maryland failing grades for its funding of tobacco-use-prevention programs and efforts to help smokers quit. The American Lung Association's 2008 report card gave Maryland two F grades - one for not spending enough for tobacco prevention and another for not having enough smoking-cessation services for Medicaid recipients. Each year, the organization ranks states in four categories - tobacco prevention and spending, smoke-free air, cigarette tax and cessation coverage.
