When Cpl. Stephen A. Taylor fired at an armed man in Severn this month, it wasn't the first time he'd shot at someone threatening to kill him. Taylor, a 13-year veteran of the county Police Department, shot and injured another armed man in May 2006. Justin Mulcahy, a county Police Department spokesman, confirmed that Taylor was involved in a nonfatal shooting in 2006. He was cleared in that case by the department and the State's Attorney's office, Mulcahy said. In both cases, police were called to a home for the report of a disturbance.
