Ferndale resident Jackie Snead was chosen by the Glen Burnie Improvement Association as this year's recipient of the 2009 Richard Carter award at last night's civic association meeting.

True to her longstanding volunteer reputation, Snead was working as a volunteer serving dinner to 100 people at the Ferndale Community Club when she was notified by chairman Candy Fontz that she was this year's winner. "I was overwhelmed," Snead said.
